Since low frequency sound can be heard farther (ie whales). Why do we use high pitched whistles in an emergency?

Because, unlike whales, we usually can't here that low of a frequency. Also, the whales are in water, and any noise made in/ around water travel farther.
Why do they use high pitched whistles? Well, we can here pretty high pitch noises and they are usually annoying to use, and therefore hard to ignore.

Low frequencies can be covered up by natural sounds much easier than high frequencies. High frequency sounds are very recognizable because they are rarely made in nature.
-Low frequencies do play a major role in emergency situations though(radio communication, etc.).
