Never said to break the law, just saying in my opinion shining hurts absolutely nothing. Just my opinion.

-Please ignore Floridahunter's answer Miss. River Man.
-Floridahunter you are incorrect. Please do not suggest to others that breaking a law is ever okay. It is not "ethical and fair" when you are breaking a law.
-In Missouri if you are shining during certain times of the year you will go directly to jail no matter what, even if you do not have a firearm on you, so please check your laws before you do anything.

at least 1,000,000 candlepower, you don't really need too much more but every little bit helps. Even if its not legal in your state as long as you are not shooting them then its completely ethical and fair, seems to depend on what warden you get and what mood they're in

As the others have said, In Most States it is illegal to spotlight Deer. You can't even go out and watch them with a spotlight. You can't even shine car lights on them purposely. Check with your local game warden, He will let you know what to use. Or Not!

It's illegal to shine them here in Alabama, even just to observe them.

Before I answer this I want to make sure your intentions are right, so please expand on what you are planning on doing. Spotlighting is illegal in many states(Not all though).
