benedryl and some moisturizing dog shampoo. Could be dry skin, could be tiny critters, a good shampoo will take care of both.

i have a lab that had the same problems. constantly scratching and licking her feet raw. went thru all the vet checks for allergies etc. nothing helped.
zoomdog.com for itchy dogs. her coat is silky smooth now no more itching and licking this stuff really works. give it a try. i found it in a magazine add 4 months ago and now we swear by it.

I would go see your local vet. She may have an allergy which can be fixed by change in food. Or she may have a skin allergy which may need to be treated with a prescription medication like atopica, or something like that. However I would not try anything until you see your vet. One last think to consider is a change in Shampoo if you give her baths, that could also be causing a skin reaction. Hope this helps.
