    I don't believe that it is illegal. I have hunted in PA for many years and have never heard anything about it being illegal. I think that if the deer is swimming it is unethical and unfair but I don't think that it's illegal. I looked in the game commission digest and couldn't find anything on it. So I would guess its legal just unsportsmanlike.

      I couldn't find anything on it either, but i shot a 13 pointer while it was crossing a creek that the water was only a foot high, when i told someone the story they told me that was illegal and not to tell a park ranger about that...Thank you and were in PA do you hunt? I hunt in Northeastern PA

          Call your state DNR anonymously and ask them. That's the only way you will know for sure.

            A 13 point holy cow!! In PA! That's awesome!! Congrats to you! Yeah I wouldn't say that a creak would be illegal...i think that if it were swimming in a river it would be illegal tho...but not sure. I hunt in York County in New Cumberland. How bout you?
