can you make a pse bow madness into a dual cam bow?

I highly doubt you would be able to due to limited spacing on the limbs...may I ask why you would like/need to do this in the first place?

I've got a better question: Why would you want to?

I don't even think you can possibly do that when the bow draws back is it going to cycle correctly? As far as I know, the bow madness is up there in quality so your let-off on the bow is pretty high percent if you want a lighter draw weight. Drop it down if you can't pull it back comfortably. If the pull back doesn't feel smooth, check your cable guard slide, they make very neat ones with bearings and wheels that allow for a smoother draw back than the stock white plastic one. If you do change it out, make sure you put your cables in the correct formation. I think I hit every reason why you would want to put do that.
