I would say Colorado for three reasons.
    1. No drawings for tags
    2. I have family there.
    3. Amazing looking state.

I believe Kentucky is the best. But Im a little biased.... You do have to be drawn for the hunt so good luck!

Best chance of a royal plus bull : Nevada. BUT, its a lotto state be prepared to apply many times.
Best chance of scoring a tag in a good area : Arizona or Colorado.

New Mexico is without a doubt produces the biggest bull elks in the United States.

Some great areas in New Mexico are:

                  * Unit 15 in the Gila National Forest continually produces 400-class bulls.
                  * Units 34 and 36 in the Lincoln National forest.
                  * Unit 55 produces monster bulls and excellent rutting action.
                  * Unit 52 in the Carson National Forest.
