The Wild Beast has it right. The old 7 mm Mauser when handloaded can spit out a 140 gr bullet a little quicker than a 7mm-08 and it can handle heavier bullets like the 160 gr better. However, the likelihood of finding the Mauser bullets on the shelf is far less likely than having a ready supply of the newer 7mm-08 not to mentions the fact that there are far more rifles made in this caliber. I own a 7mm Mauser but it is not the smart choice, just a quirky preference of mine. With the quality of bullets available in 7 mm a 140 gr bullet at 2800 fps within 300 yards would be an effective round for all but the biggest game.

The 7mm-08 is almost the ballistic twin for the 7x57 mm (a.k.a. 7mm Mauser or .275 Rigby), and Karamojo Bell used the 7mm Mauser a Loy for elephant.

Not every hunter has the experience or the capabilities of Mr. Bell, but within reason, the 7mm-08 could handle most North American big game animals, although I would not pick it for grizzly.

The 7mm-08 is plenty for black bear and within reason could be used for elk, moose, and sheep with good loads and top notch bullets. As JM stated if you are buying a rifle there are other better all round cartridges.

The 7mm-08 is a very good caliber with a good selection of bullet weights to shoot, shot placement is the key to put anything down. Like JM said If you own one take it if you don't read up in a reloading manual there are a ton of great calibers out there. If you reload the 7mm-08 gets even better.

If you already own a 7mm-08 do not worry about getting a new gun, it will get the job done. If you are looking to buy a rifle though I would go with something bigger such as a 7mm Mag just to have that extra bit of power.
