You can buy them at a couple of shooting sites like Keepshooting.com Check you local laws to be sure. They can be very deadly at close range and shot placement is critical. Hope that helps

Like IND_NRA said, check your local laws just incase.
-Look into the rubber shot as well, I have seen them for sale in multiple stores and they work just like a bean bag shot.

I know as police in PA we have to be specially trained in bean bag rounds as to where to fire the round on an assailant. Def check your state laws first. If it's allowed, also check out a round called "Dragon's breath" which fires a "flamethrower" round through the shotgun. Extremely neat to see!

I think you can get them through Natchez Shooter's Supply, and I don't think there's any prohibition on owning them, although I don't know about using them!
