I bought a Winchester Model 69 at a gun show in California and was charged $40 for the DROS fee. This is the first firearm that I buy so I didn't know how much the fee was. Was I charged too much?

because the People's Republic of Kalifornia doesn't want you to own guns, period. The politicians are so liberally minded and it's so ingrained into them that they believe their own hype and think guns are evil dangerous tools of death only sought after by the dregs of society.
Do yourself a favor and get away from that state as quickly as you can.
