Why is it if my boat is in low idol it chugs and spits and or will stall altogether. It only seems to happen in start up if it sits for awhile. But if i idol higher it wont do it, Is it getting to much gas? and how can it be fixed ?

whether you have a outboard or an inboard, it sounds like your plugs are fouling out. If you have an adjustable carb. then try adjusting that, otherwise, you may just need to clean or change out your spark plugs.
It is not really an unusual problem, very few outboards will idle well for an extended period of time. There may not be a fix, you may just have to rev it up every now and then then put it back down to idle to keep it from dying out.
