Not to my knowledge many outdoor stores sell them over the counter. I have also seen them for sale in military surplus stores.
Go to any of the big online retailers do a search on their site and you see many of the offerings.

I do not think so. You can purchase thermal optics over the internet, and I have never heard of the government regulation on these purchases. Check Charlie and myself on that, but I cannot think of any government regulation on that.
