Best time is ALWAYS whenever you can go!!
Actually, I've fished walleyes from Missouri to Ontario for close to 50 years and had great luck at almost any time of day or year if you are willing to take the time to figure out a pattern.
I prefer spinning gear with 6-10 lb line and a good jig tipped with a minnow, leech or crawler. Berkley's Gulp line of plastic is moving up fast on the list however.
Traditionally, spring has always been my favorite season and the last hour of the day seems to have a slight edge.
There are a ton of good books and videos out there, start with Infisherman, Gary Roach and Babe Winkleman. And don't be afraid to ask around the local bait shops, they make their money when you catch fish, just don't believe every "fish tale"
