-Depends on the piece of liver. If it is a good piece that will stay on the hook I'll use a circle hook. If its the bad parts that come off the hook really easily I will wrap it in something(thin socks, pantyhoes, potato sacks, etc) and use a treble hook.
-Not sure how great of an answer this is...it is just the way that I have always done it(with pretty good success).

And for my answer above...with the wrapped ones I usually make a bunch one day and freeze them all together(usually a variety of bait...liver, dough mix, or whatever else you want to try). This way you can just stick a hook in them and it's ready to go. The day I am going fishing I will pull as many as I think I will need and set them in the sun and let them defrost/get smelly.

I wrap the liver in cheese cloth secured with magic thread. If you haven't tried magic thread, that stuff is awesome!
I use Gamagatsu Full Circle hooks. They won't catch in the cat's throat. Only in the lip and they hang on great.

Single. Hook and line thread and careful casting.
