what is the smallest pound draw on a bow is good for bowfishing. because i have a 11 year old sister that wants to bowfish with me but she cant pool back my 40 pound bow.

It really depends on what kind of fish you're going to be shooting. If you're after gar, big carp, etc., then you might find that anything much less than 40# is going to give you problems with penetration. But if you're going after small carp, suckers, tilapia, or anything else that has fairly thin skin/scales, then I would say you could get away with draw weights down to about 25#, as long as you're conservative with your shot selection.
Good luck either way; it's great to see kids interested in taking up an outdoors pursuit like that.
